Overview

Define were engaged by Bloor Homes in 2020 to lead the promotion of land to the north of Barrow upon Soar in Leicestershire and have provided planning, masterplanning and landscape inputs.

An initial scoping and optioneering exercise considered the context, challenges and opportunities that are associated with the site and concluded with a Masterplan that identified its potential to deliver approximately 220 new homes as a coherent extension to the village.

The proposal

The scheme proposals evolved alongside the emerging Local Plan, through which the site was identified by Charnwood Borough Council as a proposed development allocation. The site forms part of a wider strategy to deliver around 700 homes in Barrow upon Soar, supporting the provision of a new primary school. In response to this, the Masterplan for the site incorporates land for the new primary school within a well-connected and accessible location. This approach establishes a strong relationship between new homes and community infrastructure, while creating a defined arrival point to the village from the north.

Outline and hybrid planning applications were subsequently submitted to support the emerging spatial strategy and facilitate early housing delivery alongside essential community provision within this key allocation.

The outcome

Charnwood Borough Council resolved to grant outline planning permission in late 2025 and we are now working towards the determination of the hybrid application that will approve the detailed design and layour of Bloor’s proposed scheme.
